Caleb Tullius
Chief Executive Officer

Caleb Tullius is a proud El Paso, TX native musician. A graduate of the University of Texas at El Paso, he earned a Bachelor's in Music Education and a Masters in Music Performance in Conducting. He is currently pursuing a Bachelor's Degree in Audio production from Berklee School of Music. While in his collegiate studies, he performed in the UTEP Wind Symphony, Symphonic Band, Concert Band, Jazz Bands, Mariachi Los Mineros, and the Marching Miners. He studied brass pedagogy abroad at the Domaine Forget Academy in Saint-Irenee, Quebec, Canada. He marched with the Blue Knights Drum and Bugle Corps in 2014, 2015, and 2016.

Caleb is an avid supporter of the marching arts. He has been a high school visual caption head for 5 years and has been a marching technician for 7. He is currently a band director at Eastlake High School where he lead a marching band to the UIL State Marching Band contest for the third time.

Caleb created and is on the board of Sun City Marching Arts, a Non-Profit Organization  that supports the local marching circuit. He is happy to be part of Ethereal Winds Independent and is excited for the future of the organization.

Hector Aguirre, Jr.

Hector is a life-long resident of the Desert Southwest.  As a native of El Paso, TX, he has been the owner of the Hector Aguirre Insurance Agency with an affiliation as an Exclusive Agent with Allstate Insurance Companies since 2005.  He was a member of the Contra Bass Line with the 1996 Concord Blue Devils Drum and Bugle Corps.  Since that time, he has worked with various high school marching bands in the El Paso Area.  He is currently assisting a fellow Arsenal Staff Member with their band at Bel Air High School in El Paso.  Prior to taking over as director, he served on the Board of Directors for Arsenal Performing Arts since 2018.  Hector served as Executive Director of Arsenal Performing Arts from 2019 to 2023.  During his time as director, Arsenal Drum and Bugle Corps had continued to grow and give the students and staff an educational experience they won’t forget taking the Silver Medal Rating in the 2019 DCI Southwestern Championships, The Gold Medal in the 2022 SoundSport Virtual Competition and Gold Medal Rating for the 2023 DCI Southwestern Championships in San Antonio, TX.

Victoria Rodriguez

Victoria was born and raised in El Paso, Texas, and is a Sr. Operations Manager for Merck Pharmaceuticals Patient Assistance Programs. Fueled by her love for the musical arts, she has supported and aided in the success of many programs in the El Paso Area. She selflessly volunteers her time to ensure everything is ready for students to be successful in practices and competitions. Her ambition is to be a follower of Christ, the best mother possible to her son, Nathaniel, and to help directors, parents, and students realize their potential in all they do.

 

Victoria has served the Del Valle Learning Community Bands in El Paso, Texas, for seven years. During her time there, she has helped parents and students by supporting them and their journey in the fine arts. She is often referred to as the parent liaison. She is the Treasurer of the Del Valle Band Parent Association and the DV Indoor Percussion Organization. Her roles and responsibilities are more than just balancing the books.  In addition, she assists the directors with organizing the many competitions that the Del Valle High School Band program sponsors and hosts - from hauling equipment, cooking food, and helping prepare parent and student contest/travel day itineraries; she pours her heart into the community she loves.

 

Victoria also volunteered with Arsenal Drum and Bugle Corps during both, the 2022 and 2023 seasons, assisting with the Arsenal “Bomb Squad Bistro”.
